593 Millimetres, One Month: Inside Ghana's Worst Flooding on Record

Ghana recorded its heaviest monthly rainfall in history in June 2026, killing at least 12 people and displacing nearly 39,000 across Greater Accra alone. A parallel disaster killed roughly 20 more in neighbouring Ivory Coast. Behind the death toll sits a quieter failure: a $7 million flood early-warning system, delivered two and a half years ago, that still cannot tell residents when the water is coming.

On the night of June 29, 2026, floodwaters began entering homes across Accra so fast that residents were calling Ghana's National Disaster Management Organisation (NADMO) before dawn. By the next morning, the Greater Accra Regional Fire Command had rescued more than 400 people, pumping water out of houses and pulling stranded residents from rooftops and upper floors. Twelve deaths were confirmed within 48 hours. Seven people remained missing. "The number could increase because several people are still missing," a Ghana National Fire Service spokesperson told local media as search efforts continued into the week.

A Record Broken by a Single Day

The scale of the rainfall is what turned an already flood-prone city into a national emergency. Ghana's Interior Minister, Muntaka Mohammed Mubarak, told Parliament on June 30 that the country had recorded 593.2 millimetres of rain in June 2026 — the highest monthly total in Ghana's history, surpassing the previous record of 420.6 millimetres set in 2002 and 380.3 millimetres in 2015. A single day did most of the damage: June 29 alone brought 169.2 millimetres, the fourth-highest daily rainfall recorded since 1995. President John Mahama, citing preliminary data, put Accra's share of that day's rain at roughly 140 millimetres, against a previous single-day high of about 56 millimetres the year before. "That aspect of the problem is beyond our control because it is driven by changing climatic conditions," Mahama said, while also pointing to human behaviour — specifically illegal structures built across drainage waterways — and pledging a crackdown on the practice.

Thirty-Nine Thousand Displaced, Fifty-Eight Buildings Down

Eighteen Metropolitan, Municipal and District Assemblies across Greater Accra were affected, including Ga East, Ledzokuku, Ayawaso Central, Korle Klottey, Tema West and Tema Metropolitan. According to the Interior Minister, the floods displaced 7,761 households — 38,802 people — in that region alone. The damage was not confined to Accra: in the Central Region, 18 people died over the preceding two weeks after 58 buildings collapsed in districts including Cape Coast Metropolitan, Agona East and Asin North. Many of the collapsed structures were old mud or brick buildings, some more than a century old, unable to withstand the saturated ground. Flooding disrupted more than 60 communities in the Volta Region, though officials said the situation there was not life-threatening, while more than 1,200 people were displaced in Sefwi Wiawso in the Western North Region. Across the border, Ivory Coast recorded its own toll: no official figure was released, but a source close to firefighters and the interior ministry told Reuters the death count was around 20, after rain that began there on June 27.

A Warning System That Isn't Switched On

The flooding has revived scrutiny of a specific piece of unfinished infrastructure. In December 2023, Ghana's Ministry of Works and Housing handed over a $7 million Flood Early Warning System for Greater Accra (FEWS-Accra) — ultrasonic water-level sensors, radar sensors, automatic weather stations and rain gauges — to four agencies: the Ghana Hydrological Authority, the Ghana Meteorological Agency, NADMO and the Water Resources Commission. Two and a half years later, it still isn't operational for the public. Dr Kwadwo Ohene Sarfoh, project coordinator for the World Bank-funded Greater Accra Resilient and Integrated Development (GARID) programme that oversees the system, said in a radio interview the day after the flooding that the sensor network and data collection were functioning and feeding the relevant agencies, but the public alert component — including SMS warnings through telecom providers — had not been integrated. He said the system was expected to be ready within two to three months. It had originally been expected to be fully operational before the 2025 rainy season. In the meantime, the Ghana Hydrological Authority, meteorological agency and NADMO issue warnings through existing channels; officials said alerts were issued ahead of the June 29 rain, though many residents said they received no notice before water entered their homes.

Money, Announced Twice

The government's financial response arrived in two overlapping — and initially inconsistent — announcements. A statement from the Presidency said Mahama had authorised immediate release of GH¢300 million, split evenly between urgent relief for flood-affected communities and longer-term flood mitigation works. Separately, addressing Parliament, Interior Minister Muntaka described the sum as 350 million cedis released from the national contingency fund, with 200 million allocated to relief items for more than 10,000 affected coastal households and 150 million for flood-control infrastructure. Whichever figure holds, the government has also deployed the Ghana Armed Forces' 48 Engineer Regiment to carry out drainage clearance work, a move the Interior Ministry said would bypass lengthy procurement procedures and speed up emergency works; the Acting Defence Minister approved the use of the regiment's personnel and equipment for the task. Muntaka acknowledged to Parliament that the government's response "could have been better," after the opposition New Patriotic Party criticised the handling of the crisis — a rare public admission from a sitting minister in the middle of an active emergency.

The most telling detail in this disaster isn't the rainfall record — records get broken by definition, and Accra's flood risk was well documented before June 2026. It's that the flood-alert system built specifically to warn residents ahead of exactly this kind of event was handed over in December 2023, missed its target of being ready for the 2025 rainy season, and was still "two to three months" from public alerts when the water arrived in 2026. The sensors worked; the last mile — getting a warning to the person standing in a flood zone — did not. That gap is not unique to Ghana, but it is unusually well-documented here, on the record, from the project's own coordinator, in real time. The two competing figures for relief funding (GH¢300 million versus 350 million) are a smaller version of the same problem: coordination lagging behind the emergency it exists to manage.
